It says two things:
1 The candidates have not been in local politics for a while.
2 The candidates are not of the majority party of the states.

As per the Democratic Party of Tennessee offices. "There is no party registration in Tennessee. Although an extremely unscientific way of trying to keep tract. Which is trying to count the number of people who consistently vote in one parties primaries. This makes it about even. But there are a whole lot more voters who vote in the major elections which we cannot count one way or the other."
As per documents provided through the Arkansas Secretary of States office. AS of the end of 1999
.........Democratic Party affiliation......2.2% of voters
.........Republican Party Affiliation......0.93% of voters
.........No Party Affiliation.............96.87% of voters

Gee...I don't think I can let you get away with the first statement either. After all, Bush has NEVER been involved in local politics in those states. They have never known him at all.
