Actually, having worked on elections in my past, that is not necessarily the case. With punchards like the type that were apparently used in Palm Beach, there are often problems with what is called "chad", the small piece of the card you punch out when you select your candidate. Sometimes the piece doesnt fall out, and therefore when it is put into the machine, the vote is not counted. A hand inspection and count can find this and other problems.
