I think the overall popular vote total is a specious issue, as the constitution places no determinative weight on this total. George Bush might have spent more resources in states in New England and New York and captured more votes there as a result. But he didn't, because he felt he could better spend his time elsewhere. So I think it is unfair to claim Gore has a mandate as a result of his winning the popular vote. Just as I fear that it may be unfair claiming that the vote in Florida represents the will of the voters there.
