Cobalt--The majority of states are not Democratically controlled in the HOUSE..the Repubs have 27 states, the Dems have 19 and 4 are even.

The House can vote for THE president if no one has 270 electoral votes. I am still trying to figure out what the House will/can do on Jan 6 if no one has 270 because of the litigation re: disputed electoral votes.

Will they simply appoint an Acting President, i.e., the Speaker of the House, will they appoint a commission as in 1876 to decide, will the Supreme Court rule.

At least as far as my misunderstanding about the role of the Supremes. Seems as though I've got to do some study of writs of certiarori, if this mess continues.

Thanks a lot for providing that map. It surprised me at first. But it turns out, in juxtaposition with maps showing states supporting the Bush Presidency (Yes, Dorothy, Oz isn't that far away), that America has well and truly voted its will. And that is clear. America wants divided government. Heck, even I split my vote. :) We've got a swell Republican Congressman here in the 2nd-Oregon. <g>

I discovered this on another thread while trying to escape the obsession. The fascinating thing to me was the Greenwich Associates chart on "Total Trading Volume in Equity Derivatives". What surprised me was how little exposure the banks appear to have to this market. In view of the tremendous impact that LTCM had on the banking system as counter-parties, I'm not sure quite what to make of this. I believe that the Fed would be loathe to intervene if this market implodes unless and until the banks got in trouble. But it seems that it could happen at any moment.

Sorry for the diversion from strict attention to the Thrilla In Vanilla. But I thought it would be nice to have something else to worry about for a moment or two. :)

Article II Section I Clause of the Constitution suggests to me that the Electoral College can proceed even if Floridas votes are unknown, and in that case the winner will be the person receiving a majority of the votes cast- -probably Gore.

Article II.

Section 1:

The Electors shall meet in their respective States, and vote by Ballot for two Persons, of whom one at least shall not be an Inhabitant of the same State with themselves. The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed;
