One person holds the card up. Three people look at it and determine the voter's intent. This is done on every card in a hand count.

That's not the right procedure.

One person should hold the hand of the person who voted, up. Then chant, Olmmmmmh, Giiimmu, Ranga, Olmmmmmmmmmmmmm, and declare the vote for Gore. Three people should then hold up the Florida Registrar of Voters, look at him/her against the light, and all four persons should punch him/her out.

BUT, I will repeat this machine sounds like the same machine that has been used a billion times. I am sure that already, those ballots that were not punched were chucked. Double punches were chucked, as they went. This has already been done. Partial punches count as punches. The intent of the people must be EXPRESSED to be honored. I don't think anyone should be allowed to opinine on whether one hole was more punched than another hole.
