That's like saying someone is essentially pregnant. They aren't unless they are.

So it is with Bush. He hasn't until he has. The rush to declaration of victory is unseemly. The Republic deserves better.

In the last election the absentee ballots went 54% for Dole and 40% for Clinton. In that election Dole was a war hero while Clinton was a draft dodger, so it was no surprise than the military was strongly in favor of Dole. There are also a huge number of ballots cast from Israel, and those tend to be strongly Democratic.

In this election the tables are reversed. Gore served in Vietnam, while Bush is the dodger. Thus the military may be quite ambivalent towards him, when you factor in the votes coming from Israel, it is not a given that the absentee ballots will favor Bush. And that is why, of course, it would be ridiculous for Gore to concede at this point. As I have said, he does need to issue a press release saying that he will honor the results, and that the integrity of the country is more important than his personal ambition.
