FRAUD IS MUCH TO EASY WITH A HAND COUNT. A double punch here and punch out in a race where there was no vote and voila! The desired candidate wins! Especially, in counties heavily for one candidate.

I don't think Bush is scared of a true vote count, just having it STOLEN.
