Carolyn--I don't think you understood my point...they most certainly CAN add votes in a manual recount.

The original machine count does not properly read all ballots. If the election is a blowout, no big deal. But in the manual recount, ballots that are not readable by machine will be read manually.

There is no conspiracy there. In one of the counties(Seminole), they already did a manual recount during the FIRST recount phase...Bush picked up 384 votes and Gore picked up 286, a net gain of 98 for Bush.

BTW, that example right there kind of dilutes the validity of the Bush request for injunction.

Another point: Federal Judges are averse to getting involved in State voting issues unless they suspect fraud and other irregularities.

I highly doubt this Federal judge will intervene to STOP a manual recount.

But then you never know how Judges will rule.
