Just to clarify, it was Northern Moderate Republicans and mostly Northern Democrats who got the Civil Rights act through the Congress.

But make no mistake about it...those were far different Republicans back in 1964 than the ones today...far different.

I'm not sure about the cold hard facts that you relate, but the legislation was proposed by JFK and signed into law during the Johnson administration. You can get access to the LBJ tapes and listen to him, fundamentally, extort votes for the Civil Rights Act. Pretty much the same tactic used by George Washington to get the 13th state to ratify the Constitution. No vote...no money.
