I think the human error argument is a bit specious and self serving. It sounds a bit too convenient an argument to be making if you are the one in the lead.

With GW on the record signing a Texas hand count procedure just three years ago, predicated on its being more accurate, this looks to be an argument that Bush can not in good conscience be making. But he is. That's disturbing to me.
