Druss, the hand count of 4100 votes found 33 more votes for Gore and 13 for Bush. Since PB is a democratic stronghold county, the tip of balance for Gore is not unexpected. What's at issue here is machine error of 1.15%, the new discovered votes which are 100% legal and should have been counted but were previously discarded because machines couldn't read the partially punched holes.

The hand count process establishes machine error of about 1%, 4 orders of magnitude higher than the gap between Bush and Gore of 0.005%. The question now is should we accept the machine error? Is it fair and legal to do so? What a mess.
