Harry,

Jefferson and Franklin's philandering was quite well known. Clinton was in a no-win situation, where an admission of philandering would have finished his Presidency. He chose to lie and keep the job.

Colin wasn't in a position to help Sarajevo.

Powell warned Bush that defending Sarajevo would cost 20 - 30,000 American lives. Clinton proved that an air only campaign could be quite successful. The Serbs were sitting ducks on a hill outside the city. Why didn't Powell think of that?
