I don't know about that, code would be numbers of a certain form, and hackers could easily tak strings of numbers and vote over the internet without even knowing which person has voted. Take for instance the social security numbering system, it two of the digits are based on the state in which the number was originally issued. A similar system will be easily defgeated by hacker.

I am sure that a safe way can be found, but it is not that easily implemented.
