Hand Count is necessary to count all the ballots.

"Gore, however, contends the process is sanctioned by Florida law and will show instances where voters' ballots went uncounted on Election Day."

G Barr:

Your statement:

"On the contrary, you will find few legal scholars who think there are any constitutional issues here"

is a bit ambiguous and far to general to be of consequence to my point. First, if I assume your position that there aren't any consitutional issues here I would ask you first to download a copy of any of the complaints that have been filed in any of the state or federal courts in connection with this election. If you take the time you will find causes of action that arise not only under the US Constitution, but also the Florida state constitution. At issue are voters' rights, civil rights, freedom of speech, equal protection, to name a few concerning individual rights. Also at issue are states' rights vs. rights granted to Federal government with respect to the Presidential election (i.e. the electoral college and time frame within which the states must designate who their electoral representatives will be, if any.

I think I've aptly responded to your assertion.
