BTW, you will notice that I pointedly included Bush in my analysis as being the same as Gore in this regard. Gore won the popular vote This is meaningless and has always been meaningless. The people don't elect and have never elected the President. The States elect the President. This is not a Democracy and was never meant to be. This is a Democratic Republic. The Constitution has numerous checks and balances, of which the Electoral College is an important one. Without equal representation in the Senate and the inclusion of the Electoral College the small states would never have ratified the Constitution.
