Even if W did not win the popular vote outright, using Democratic logic as used in Palm Beach, it SHOULD have gone to him had the media not called much of the election prior to west coast voting closed.

In other words, all this is guesswork and we have to use the system we have.

I believe that Gary Burton may be right.

Consider this scenario. W. is in the White House and some foreign bad Guy is trying to steal a nationwide election (e.g. Milosevich) and W does his best to raise hell about it. The foreign press would have a field day reminding W how Florida was manipulated to his advantage.

For Bush winning Florida would be like acquiring the Hope Diamond. Bad luck would surely follow.
