Frank, The right to a hand-count is both within the law, and appropriate, I would guess. Lanny Davis(yuk, yeah, I know) just said what I've been saying. Hand-counting all counties is fair. I've been saying stopping here at a re-count is relatively fair, too. Essentially though, hand-counting all counties would be more accurate and better for whoever gets it- worse perhaps for the wait, though I don't personally think that's a valid concern. Maybe the Secretary of State will win tomorrow, I doubt it, but by golly she'll try if she can and she might just win. Dan B
