Because that's the law as written.

He tried to halt the hand counts in Florida...because they have no set of standards for hand counting in that State...so everything becomes very subjective.

I do not understand why Bush, who approved amendments to the Texas election laws in 1997 authorizing hand counts, now disapproves of hand counts in Florida.

IMO Because:

1) Two counts already verify that he is the winner.

2) Because they don't want a hand recount of selected counties but all counties. Look at the demographic of florida counties. In order for Bush to have a statistical advantage he would likely have to recount many smaller counties.

This is the advantage of the democrats pandering to larger population centers, they only have to get recounts in a relatively few heavily populated districts to skew a vote total.
