In order for Bush to have a statistical advantage he would likely have to recount many smaller counties." The two counts are incomplete and will remain incomplete until all votes, including absentee ballots, are counted. The Bush camp has as much right as the Gore camp to demand hand counts in counties they think would give an advantage to Bush. A well organized voting procedure allows for hand counts if there is a challenge. The Gore people obviously wanted hand counts for the counties in which they have the greatest chance of winning. That is neither illegitimate nor unfair, as no one is preventing Bush from making similar requests. The one thing that stands out is that the Republicans are making a concerted effort to deny the vote to enough people to make any rational person question the end result. If they keep it up, the issue will go into the courts, where it should go, if the outcome is as close as it continues to be. If the Republicans succeed in cutting off the vote arbitrarily, not only will their effort be subject to court review, but it will send a message to the Russians, Serbs, Peruvians, Bosnians, Kosovars, and every one else in the world who looks toward the U.S. as the leader of the DEMOCRATIC PROCESS. It will also be noted by those who think, or used to think the U.S. was the epitome of fairness that here we have a Secretary of State in Florida who makes these arbitrary decisions, who also just happened to be co-chair of the Bush campaign. Bush, if he wins under these suspicious circumstances, will face a nation that he has made ungovernable.
