The Bush camp did not ask for a manual recount of the entire state of Florida because they believed that the law did not permit manual recounts except in the case of evidence of fraud.

I think Bush is more informed on the law than what you imply. (which further implies he selected a strategy that he felt would be a stronger for him).

Florida law states a manual count is needed if an election is close. I believe no one is arguing that - not even Bush, not Gore. (It's section C of a Florida statute, but let's call this "Law #1").

However, they are all debating the length of a manual count:

A second law states the deadline is Tue at 5PM or is at the sound discretion of the Secretary of State. (Call this Law #2).

However, the current debate is: does Law #2 conflict with Law #1 by virtue of not providing adequate time to execute on Law #1?

(which is why Harris sent her people to help them do a manual count by the deadline, although, she didn't send enough people to get the job done by the deadline).

Most (edit: Internet users) think they should have - according to the Internet polls.

With Bush blocking manual counts and Harris blocking completion of manual counts, it makes a person curious about what the results of a state-wide handcount would be in Florida.
