You neglect a machine subjective element. If the cards are fed through a machine left to right then chad clinging by the right two perfs would close back into the hole while chad clinging to the left two perfs may be dislodged by the card reader. Such a situation would be obvious to the human but the chad would repeatably close over the hole in machine recounts. There are many other ways to fool the machines. If the chad were punched out by machine there would be less variation in the chad, and a machine count would be more accurate.
