I don't know about that many states have laws that allow for manual recounts.

I don't see how you can say it would be subjective when multiple observers of both parties will be present.

It appears that the machines have missed votes where the punch is clear but did not go all the way through. these must be counted.

Let me make myself clear double punched cards, all Buccannon votes must stand as counted or thrown out.
