Well, were Gore not to concede after the handcounts and absentee ballots were in, it'd be because he felt the results were unfair. After all, he won the popular national vote and had enough votes to win Florida were the illegal butterfly ballot not used in Palm Beach County.

But, again, I think Gore could still concede simultaneous to the individual voter lawsuits moving forward. If the results of those lawsuits change the scope of the election, a Gore concession could become moot. Gore conceding twice would be almost as ironic as Bush losing the national popular vote and, based on voter appeals, losing Florida, i.e., the electoral college vote.
