OTOH what if it is more likely that you can count these votes and never be able to determine with a statistical certainty who the winner is? You already have two counts of all of the votes in Fl for Bush. If one hand count of undeterminable certainty agrees with Gore what do you want to do then? I don't think that hand count will prove any more accurate than the result of two machine counts if someone were to put it to the test. Do you wish to throw the machine counts out and say they are flawed. On what basis? V No matter what happens the disenchanted figure is going to grow. It just matters which side you're on.
