I have always contended that unless one has been in the Military, there is no way they can relate to Morale, Fidelity, Duty, Honor, Obligation, Responsibility, Sacrifice for the whole etc.

Like you say, he will never see them.

To the mind of this somewhat bemused Canadian, the solution for the US Navy in this matter seems simple ( though a tad expensive):
1) Make sure the naval vessels display a dimensionally equivalent or larger US flag to that being flown of the nation being visited.
2) Put the space shuttle in near geostationary orbit over the vessel upon which the US president travels. Be sure the shuttle is in the command of a marine or some other naval officer and make sure it is flying a US flag for the duration of the visit. The commanding officer of the shuttle would be best if he/she (!) had served aboard this same vessel at some time in their career.
2a) Preferably a flag sourced from the stores of the vessel attending this presidential role is to be used... and then returned to the vessel by the same shuttle officer.
3) Communicate this fact visually world wide to all serving naval personnel, perhaps delayed by a diplomatically respectable week or so.
4) There is probably a relevant SunTzu quote that ultimately would get the message diplomatically to the Chinese and Vietnamese that true control of the heavens remains in the US dominion.
