Never happened? The House Republicans impeached Clinton without taking into consideration whether his sins reached the level of impeachment, as outlined in the Constitution. This is fact, and was witnessed by our entire nation.

How could they do this, in violation of the rules and intent of the Constitution? Easy. They had majority power. They controlled the vote.
