Oh no you don't. If the people can't follow directions their vote is lost that's the law, there is no interpretation allowed anywhere in the statutes. Here's my premise: there are 2 holes at the top of the ballot that have to fit over 2 pegs in the voting booth, if this isn't done then the holes don't line up. I believe that there are millions of people that didn't do this and they actually wanted to vote for Bush but the punch out card wasn't aligned because they didn't follow instruction and the punch that they thought was Bush was REALLY Gore. Bush won in a landslide taking 49 of 50 states except Oregon, which was really won by Nader. See how rediculous interpretation of intent is, it's bs, but you can keep clinging to it. I think you're down to one finger left.
