Bush functionary SOS Harris is not going to reject recounts which have been sanctioned by the Florida Supreme Court. Gore will, therefore, come out on top.

Also, I think the lower court will allow a statistical adjustment, which has precedent in Florida law, to give Gore votes he should have received but didn't get in Palm Beach County. After all, had Gore gotten his just due on votes, he'd have won and the election wouldn't have been this close and the networks would have had it called right in the first instance when they projected Gore as winner.

I predict that the statistical adjustment will be the alternative to a lower court ruling allowing a countywide revote. Florida law stipulates the intent of the voter must be determined, and the court will be conscious of this whatever ruling it chooses.
