the only reason this is happening is that the republicans were overconfident of winning, and did not request appropriate recounts of republican counties within the 72 hour period. they know, they will lose on any hand recount which allow the votes on palm beach county to be reassessed. they were strategically out maneuvered on this, and they have to try to control the recounts to prevent it. perhaps an even greater fear, is that the hand recounts will be completed, and gore will show as winner, whether or not they are allowed. if this occurs, and they are not counted in the final tally, american public opinion will crash down on the republicans. i think that's why they are stopping at nothing to prevent a hand recount. it wouldn't look good losing the popular vote, and the popular vote in florida as well, and still winning the election. but that is very possible.
