Yes, I suspect Gore is doing what Bush would have done and vice versa. But we are playing 5 card stud poker and a machine is dealing the cards. After 4 cards are dealt, Bush likes his hand and the machine gets stuck.

Someone needs to come over and check the final card for each player, but Bush says we can't trust anyone to get the final card. And Katherine Harris decides that 4 cards is enough for this particular game and decides she won't allow anyone to look at the final card.
