In reading the article it becomes apparent that the guy had lifted one of the voting units and was apparently using it as a speaking prop showing people what was involved. I think the story is whipped way out of proportion by the hysteria surrounding this whole thing. Because I agree, if you wanted to pick a chad out you would go after a specific number hole.

What use would that be to anyone? If someone wanted to vote on a stolen ballot card they would just punch out the numbers they wanted to get the votes. They wouldn't need the thing that holds the card would they?

You'd have to ask the guy who stole it,but I'd assume it would help if you wanted to cleanly punchout a whole shitload of ballots.
