They were not designed to be bias, but it got introduced by virtue of not punching chads out completely. Why can Democrats not punch out the chads as well as Republicans? Is this another opportunity for another minority classification...the chad-punch-challenged? Maybe Jesse can create the NACPC and get them to block vote per his instructions.
