As an American who has made mistakes in his own life (unlike yourself, I'm sure) I would have no trouble talking with my kids about this. I personally think it shows a lot personal responsibility to quit doing something that is harmful.

Truth be known, I have driven a car with a bac of over .1% (although I have never been arrested for it). Since I know of very few adults (if any) who have never done that, it is hard for me to understand your amazment and indignation. As I have stated before, I think it is admirable for a person to admit to a problem and to correct it. Very rare in our society. Most like to blame others and cry foul.
