Why would Intel release a 1.5 GHz version of P4 which scores lower than Athlon for most common system level benchmarks?

Cut out the B.S !

Intel "released" 1 GHz Piii in March and promised 1 or 2 more speed grades for the Coppermine line higher than 1 GHz.

Don't you think it is better to adjust Intel's promises for the future with how they lived up to the promises in the past?

There are some rumors that Intel is planning to quickly follow up the initial introduction of 1.4 and 1.5 GHz P4 with another speed grade in January - 1.3 GHz.
