Counting them all is an option--an expensive and time consuming option. Just seems to me the ratio of hanging chads for Gore to the hanging chads for Bush is 1:1--no significant change in outcome unless somehow the machines are politically biased :)

Any errors made by machines would be applied equally to both candidates across the nation. This is clear and is a built-in error bias of machine counting. The reasons for such errors are many. One of which, the dems know very well, is that certain ballots probably were not counted at all because, just as in our printers next to our computers, sometimes grab two or more sheets of paper, so too this happens in feeding the ballots in the machines that count - obviously some votes are not counted. But, dems also know what logically follows from this fact since they are counting heavy dem counties in which the margin is 2:1. If you run 3000 uncounted ballots through, you get roughly 2000 for Gore and 1000 for Bush in those dem counties. The constitutional argument would be that not every one in every state had their votes recounted in a similar manner, hence they did not have equal protection for their votes. This error bias should be applied equally everywhere, not just in selected counties.

Well, I suppose the FL legislature could pass a law allowing this to happen. But would it be fair to the other States if Fl changed it's vote counting procedures at this late date?

I want to count them all. I think Bush would emerge the victor and that the issue would be laid to rest with finality.
