As far as I'm concerned the election is over. Continue recounts for the best count possible. Gore should concede when oversea ballots are counted by tomorrow.

Currently, the law you cite seems to contradict other laws that permit manual recounts. Consider the current situation.

1. The vote was close
2. An automatic machine recount showed that the vote was closer still
3. The loser requested manual recounts in certain counties
4. The election boards in some of those counties determined that manual recounts were appropriate
5. The court permitted the manual recounts to occur
6. The 7 day deadline took place before the manual recounts could finish.
Therefore, it is legal to request manual recounts, and legal to do manual recounts, but not legal to count manual recounts in the total. This seems a tad peculiar as the final state of Florida elections law, to say the least.
