He will present his case for that elector to ignore his state's decision and switch to Gore. He will cite Gore's nationwide pop vote advantage and the way the FL situation has been handled. Since FL will give Bush a 271 to 267 lead(assuming NM and OR stay the way they are). Beckel will need to get a net gain of 3 electors to switch. Anticipating your questions, here are some answers from Carnac: Not all states require electors to remain loyal to the candidate who won that state. Even in those 24 states(I believe) that have imposed fines, prison sentences, draw and quartering, on "disloyal" electors, no one has ever subjected those state laws to a constitutional test.(No disloyal elector(and there have only been a handful) in US election history has ever altered the final victor) The US Constitution says "1 man, 1 vote"(while FL says 1 woman 25 votes) and makes no requirement that electors vote the way they are "pledged" on the ballot.
