Which branch wrote the law? The secretary is simply following the dictates of the legislative branch. An elected branch of government.

I believe what Michael was saying is the legislators who wrote/amended the law as it is presently written say their intent in writing the law is there would be limited reasons for having a manual recount. The present reasons are not acceptable reasons under the law. Secretary Harris has properly upheld and interpreted and applied that law. If the judicial overrules an accurate application of the law they are overreaching their authority. I don't know what can happen if they do that though. The people will be the ultimate authority when it comes to their next confirmation election.
