Yes MSNBC may be wrong but according to them since Fla would not have even been considered, they would subtract their 25 electoral votes from the total and the majority of votes then would be based on that new total, which would mean that the leader, Algore, would win.

I don't know this for sure, just reporting what they were discussing.
