if problem is with not sufficient amount of products made form crude oil, and there is enough crude oil we should see higher prices only for heating oil not crude.
the reality is there is not enough reserve of oil, so in the case of temporary disruption of oil production like accident
you may see shortage of oil.
US reserve are much lower then last year and this is an issue.
OPEC should quickly filled US reserve and then think about cut in production to keep oil in mid to upper 20's.
