Evidence of nothing other than sloppy county property control...not vote fraud. In a courtroom you'd get smoked.

If you're not aware there is a chain of possession ballots go through as well. This involves signatures from the people who transport and accept the ballot (cards) as they are moved through the collection and counting process. Sometimes it can involve the recording of serial numbers from the ballot boxes/bags they came out of and a sequential count and recording of the ballot sleeves themselves. Seal and locks can only be broken in front of witnesses within the confines of certain offices. Depending on where you're located, it all can get very complicated (so I've come to learn from first hand experience.) Following the chain of posession and control and cross referencing that with internal audit numbers is where you'd find evidence of vote fraud.

Not in the back of some joker's car or on E Bay.
