With 6,000,000 votes it is unlikely that a manual recount of all those votes including the "interpretation" of the disqualified votes would produce a different outcome. Remember, every county in the state has a bucket of invalidated ballots.

Statistically it is likely that there would be no change in the outcome of the election because the statistical errors for Bush and Gore would tend to cancel out. If the error rate of the manual recount is higher than 1/2% then the manual recount would have a higher error rate than the voting machines and would produce a less reliable determination of the "will of the electorate".

mishedlo,
You are missing the fact that elections that take this long to be decided are susceptible to abuse and fraud. The ballots have been touched by so many hands by now that it becomes very easy to slip in a few new ballots for your favorite guy or even invalidate on purpose, valid ones.

And BTW, if Florida wants a manual recount for the whole state then they better do a manual recount for the whole freaking country. Who says Florida was the only close state? There are many more and many more where Republican votes have been increasing in number every time they recount. If you want to be fair on manual recounts, then the only fair thing will be to manually recount the whole freaking country. Well how long do you think that will take? 6 months? And how many more recounts do you think will be requested after the first one? This is just plain BS and Gore and the democrats know it. They lost this election plain and simple. It's time to move on for the losers and find a job at their nearest McDonalds <g>
