Machines have systematic errors.

You bore me, but for the enlightenment of others:

The punch card machines accept cards moving from left to right in the reader (looking at the front of the card). Any card with a parially detached chad that is clinging by a right side attachment will have that chad pushed back into the chad hole and the position will count as no vote. You can count and recount with those machines over and over and the chad will still push back into the chad hole. Dimpled, pregnant, and chad attached by a left corner will be affected differently, even becomming detached and flying onto the carpet.

That is systematic error.
