I have not read the reasons that the Secretary of State used to deny the certification of additional recounted ballots.

I haven't read them either but I can think of one
important reason ..

Each precinct in the counties currently undergoing
a manual re-count of ballots cast Nov 7; has a
written record of the exact number of
registered voters who showed up on Nov 7 to cast
their ballot .. Therefore; for each precinct the
total exact number of "verifiable" votes is known ..
ie .. you can't come up with more valid votes
in a given precinct than the total number of
registered voters that signed in on Nov 7th


If, after completing the various re-counts, wether
by hand or by machine .. any precinct tries to submit
a "total" for certification that exceeds the number
of voters known to have cast their votes .. then the
SOS would be acting within her discretion to deny those
votes in the certification process ..
