I don't think the republicans need to "make" it look like he is stealing the election. He is doing that on his own. He lost the original tally of the votes, and the automated recount. At that point, if there was no outside intervention, the state of Florida would have certified the election with Bush being the winner.

I think the popular vote is a non-issue in THIS election. Since everyone was aware that those were the rules going into the contest. Maybe in future elections it will be different.

The attorney general was responding to the public outcry over the situation, and his statement was non-binding, therefore it did not correct the situation.
