They have the last 9-month cycle low on FEB 28, but I have it on APRIL 6. Its only about a month apart, but wonder how they got that date.

My understanding is that the 9-month cycle can be tracked all the way back to the 1929 crash and even earlier. The 9-MONTH CYCLE also has a repetitive pattern, where the CYCLE LOWs always arrive in JAN/APRIL/JULY/OCT. OCT 6 or 8,1998(cant remember the exact date) was a 9-month CYCLE LOW, so counting from there the end of each 9-month cycle = JULY 1999, APRIL 2000, JAN 2001(1st week of the month).

Just wondering how they got FEB 28.
