Judges are routinely called upon to resolve ambiguities and conflicts in laws.

Ideally, they should do these things as the bills are signed to law, but it rarely happens, unless the law is challenged by someone.

I think to be honest, the FL SC would have to strike down the FL law mandating the certification deadline and they go off on their own and make their own rules. However, I don't expect this level of honesty or clarity in their judgement. I fully expect them to just muddy the waters and rule in a way to satisfy Gore camp objectives.
