Voters cast blank ballots every year. Tens of thousands of blank ballots are cast nationwide. You can no more PROVE that the intent of the voter who appears to have started to push out a chad was to vote FOR that candidate than I can PROVE that the intent of that voter was to WITHHOLD that vote at the last minute. I am not making a case for (or against) anything George W. Bush signed into law in Texas.
