IB is a sub of TimberHill,

I did not get that impression, is that in the docs that you read? I think they say on the header that they are a member of Timber Hill Group, which I took to mean that they were an IB to Timber Hill.

Perhaps I am interpreting it incorrectly.

Well, whatever they are, it appears their policy is to wait 10 days no matter what.

Scanning quickly, there are some interesting remarks here, including in the Restrictions/Warnings section the observation about the ten days.

astro.utoronto.ca

Unless they have had some improvements since this was created I think I may stay away from their options feature.

OX - TimberHill self-clearing?

Can't find them at the NFA:
nfa.futures.org
Interactive Brokers is registered as a CFA
nfa.futures.org

But as you say, CME lists TimberHill as a clearing member:
cme.com

Can one be a clearing house without registration at NFA?

Also found a IB with a $3.98 flat rate per side at fieldfinancial.com , using EDF Man as clearing house.

Well commissions battle seems to have reached futures brokers now.
