Right. Hence Al Gore cannot dictate the existence of a process that has NOWHERE been written into law nor was ever intended to be, and shouldn't be.

As for Harris, she followed law. She saved her skin from charges of allowing the will of the voters of the state from being skewed by the inclusion of partisan selected counties after deadline.
